Abstract
This study focuses, in particular, on dissuasive compensation with the aim of preventing cases of bullying in publicly owned centers.
Although it is not included in the laws and administrative regulations, the reasons why a specific regulation of preventive dissuasive compensation when it is a matter of violation of fundamental rights and of bullying in particular will be explained.
The omission of the duty to prevent bullying, by the public educational center,will have legal reserve in the contentious administrative jurisdiction by way of property liability.
