Abstract

In this paper has been studied the general non punishment to the public Administration, but this doesn’t mean that they cannot answer with civil subsidiary character. Along with these two types of liability the legal system holds them financially liable through an administrative mechanism that seeks to compensate for the damages caused when the victims are not obligated to bear the burden. Although the coexistence of these three ways alms to satisfy the injured people, it is necessary to separate the rationale behind each other of them in order to avoid that the law gives answers that  undermine the uncertain legal.
