Abstract
In the middle of the process leading to the creation of the autonomous communities in Spain, the new Government of Cantabria, in line with other autonomous communities, executed a cultural project intended to become the landmark of a new era. The opening of the Palacio de Festivales de Santander –which hosted the famous International Festival on a yearly basis–brought to life an idea which had been pursued since 1979. The author of the project was Francisco Javier Sáenz de Oiza, one of the most renowned architects in Spain. In the maturity of a long and successful career, the architect designed in a building which approaches the classic tradition with a modern view. The current study analyses the origin of the building, the architectural design and the decorative programme considering the technical elements and the functional aspects of a public use building.
