Abstract
En este trabajo se hace un análisis de las garantías científicas de la evaluación de los
proyectos de Real Decreto que regulan el procedimiento de la acreditación de profesores
funcionarios y el régimen de los concursos de acceso a los cuerpos docentes universitarios. Se
pone de manifiesto que existen serías deficiencias en ambos proyectos para garantizar la
fiabilidad y la validez en ambos sistemas de selección. Aunque se insiste en reiteradas
ocasiones sobre la objetividad, la igualdad de oportunidades, los principios de mérito y
capacidad, etc., no se definen los criterios, ni se establecen los indicadores y estándares que
hagan posible garantizar esos principios. Se recomienda definir de manera operativa los
criterios, indicadores y estándares, y regular el proceso de evaluación para poder garantizar la
calidad de la acreditación y de los concursos de acceso.
This work is an analysis of the scientific guarantees of the evaluation of the projects
of Real Decree which regulate the procedure of accreditation of the university tenured
professors and the regimen of the access to the university bodies. It is shown that there are
serious deficiencies in both projects in relation to the guarantees of the reliability and validity
in both selection systems. Although there is a reiterate insistence on the
objectivity, equality of the opportunities and the principles of merits and capacities etc., the
criteria are not defined and indicators or standards which would enable to guarantee these
principles are not established. It is recommended to define these criteria, indicators and
standards in an operative way and to regulate the evaluation process to
guarantee the quality of accreditation and the access procedure.
