Impactos ambientales y rearticulación territorial en el área de MERCOSUR: el significado de la Hidrovía Paraguay-Paraná

RESUMEN

La Hidrovía Paraguay-Paraná identifica, en términos muy genéricos, un proyecto tendente al acondicionamiento de un corredor de transporte fluvial eficiente de 3.442 km de longitud, que garantice la navegación de trenes de barcazas. Se analizan las obras de infraestructura ya ejecutadas, el impacto ambiental de las mismas, singularmente las del segmento Corumbá-Puerto Cáceres que discurre íntegramente a través del excepcional sistema ecológico del Pantanal y, asimismo, efectúa una aproximación a la capacidad de articulación territorial de la Hidrovía en el marco de Mercosur.

RÉSUMÉ

Impacts environnementaux et réarticulation territoriale dans l'aire du Mercosur: la signification de l'Hydrovía Paraguay-Paraná.- L'Hydrovía Paraguay-Paraná identifie, en termes très généraux, un projet visant l'aménagement d'un corridor de transport fluvial efficient de 3.442 kms. de longueur. Le présent article analyse les travaux d'infrastructure déjà réalisés, l'impact sur l'environnement de ces travaux, en particulier ceux du segment Corumbá-Puerto Cáceres, qui discourt entièrement à travers l'exceptionnel système écologique du Pantanal, et, enfin, fait une approche de la capacité d'articulation de l'Hydroroute dans le cadre du Mercosur.

ABSTRACT

Environmental impacts and new territorial articulation in the Mercosur: the significance of the Hidrovía Paraguay-Paraná.- Under the name of Hidrovía Paraguay-Paraná we identify, in broad outline, a project whose main aim is to arrange a passage for an efficient fluvial transport of 3.442 kilometers long. This paper analyses the work of substructure that has already been made and the environmental impact of this work, with special attention to the section Corumbá-Puerto Cáceres, which flows entirely along the Pantanal, an exceptional ecologic system. This paper carries out an approach to the territorial far-reaching effects of this Hidrovía in Mercosur.
