Abstract
Universities have a mandate to prepare qualified professionals who can face current and future societal challenges, while promoting their digital transformation. Thus, aspects such as digital competence beyond basic technical skills, agency for learning understood as empowerment at individual and collective level, or the open education movement are key. The main objective of this study is to establish the current situation of critical digital competence, agency for learning and open education in the Spanish university system. For this purpose, a web analysis of the 84 official institutional web pages has been carried out through web scraping and content analysis. The results have been categorized according to three levels of educational planning: macro, meso and micro. A low presence of critical digital competence and agency for learning is observed in the analyzed records within the Spanish context, while open education is more present, showing greater activity at the institutional level. In conclusion, a need for a greater integration of the concepts at the practical and policy institutional level is pointed out, and recommendations are offered at the three levels of categorization.
